Diagnose the gaps. Decide the verdict. Produce the package.

    Expired, missing source, missing owner, and allowlist miss stay separate IDs. They do not overwrite each other.

    Each fixed case is re-run. If actual_output does not equal expected_output, failed_gates includes eval and the verdict is hold.

    Source links, owner, runnable checks, and an explicit release_verdict. Nothing is installed, pushed, or given credentials.

CONTROLLED PACKAGE EVAL

The three stations were tested against a supplied inventory, not a live team skill.

Produce returned owner lee, version 1.2.0, checks eval-1 grounded, eval-2 cited, expiry 2026-12-31, verdict release. Decide held when a case claimed it passed and the output did not match. This is not a production skill outcome.

Source gate
Repository, 40-character commit, path, and license must hit the allowlist.
Eval gate
actual_output == expected_output. claimed_passed is ignored.
MCP gate
Named server, grant, and tools. Wildcards are refused.
Version gate
Three-part version, strict upgrade, owner present, expiry after the evaluation day.

Questions

Does a passing evaluation mean the skill is generally reliable?

No. A passing evaluation covers only the tested cases. claimed_passed on the input is ignored; each fixed case is re-run and kept only when actual_output equals expected_output.

What do I receive the first time?

A versioned private capability package with source links, an accountable owner, runnable checks, and an explicit release verdict — release or hold.

Does it install the skill or write credentials into the package?

No. The package stays local. Sources must hit the allowlisted repository, 40-character commit, path, and license. MCP bindings must name approved server, grant, and tools — wildcards are refused. Credentials never enter the package.

Who owns a package that can be reused?

Every releasable version needs an accountable owner, a three-part version that strictly upgrades, and an expiry date later than the evaluation day. Missing owner, expired release, or an allowlist miss stays a hold.
